I'm sure we're all open to suggestions. How would you go about punishing scammers in arbitrary jurisdictions while still allowing responsible individuals in arbitrary jurisdictions to buy domains?

We normally settle on "have an anti-abuse team and charge money for domains to pay for them" as the least-bad option, but if you have a better idea I'm all ears.
